How to increase explosive speed?

Here's the question:

How can I increase a lateral arm/back/chest motion speed?

There isn't much weight involved with the motion, as it's sort of like pulling on a lawnmower starter or like pulling back from a hot stove suddenly. What I'm looking for is to make a motion from a standstill and explode into a fast pulling back type motion. Again, there is little weight resistance involved in this process, so that's doesn't seem to be the issue. It's more of a reaction time type of thing that's important to me here. So what type of exercises increase this type of speed? Any response would be greatly appreciated.

reaction time is VERY deterimined by your genetically predisposed CNS. like in all things some people have it and some don't. DON'T train with weights fast thinking it will make you faster. It is not true. if you want to become better/faster at something practice that "something". Developing a well used cns pathway will help you react faster. is this for martial arts?

I recently started martial arts training (taekwando) and have found that practice has been the only remedy to improve reaction times and explosive speed. Like my mom told me, practice makes better.

Table tennis

It certainly made me feel like my reflexes were better, whether or not it actually does anything I don't know. But when you play at a high standard then it takes pretty hard concentration and fast arms and hands.
