Deca recipie?

Hey guys, So im looking for some home brewing knowledge. A friend of mine just got a bunch of powders and one of the things he ordered was Deca. Now the Deca came in a bag as an oil. He is an experienced home brewer but he says he has never seen it like this before. The recipe he has is for Deca powder, not oil.
Any help or even just a push in the right direction would be greatly appreciated. Thanks in advance.
