Read carefully. He is going to divert funds from other stuff that is arguably even more important. Like climate change-related stuff. Basically, research on renewable energy will be cut. And NASA's critical role in monitoring things like deforestation and surface ice fluctuations. The climate change deniers want to defund NASA for these activities because they don't want this information to be made available.
