best liquid to use for solutions?

I have heard good things about peg 400 for making oral solutions, but then some still use everclear.....I heard that in order to get winny and anavar to hold in solution you should use peg400. It is suppose to be very clear.....one guy said that he even filtered and injected his winny solution in peg400 and claimed that it was painless.
I need to make some anavar at 20mg/ml........ and some cialis at 20mg/ml, any thoughts as to the best way to do it?

Well winny will go into PEG but it will take some heat to do it. I don't know about the var, never tried it. But by and large Everclear is the best for oral solutions. On some thing a 50/50 mixture works well too

Possibly most effective would be a cyclodextrin? Your goal is to make it a digestable oral? I don't know if I understand
