I know cyclodextrins increase the availability of sub-linguals and nasal sprays, but my question for you chemists is this: Will it boost the efficacy of an oral (powder in gel caps)????

No, you will need to break open the caps and mix them with the hpbcd. Cyclo's are only effective when absorbed through your mucus membrane, this isn't possible by orally injesting it. Only sublingal or intra-nasal. However, I believe subcutaneous and intramuscular injections are possible.

Yes indeed, sub-q is actullay possible if filtered to ensure sterility.
