i was wondering if it is legal or not to have test powder in your possesion?

Without a prescription it is not legal. It is still a steroid. Not quite ready for administration, but still the same thing.

LOL even with a presciption it would be illegal I think since I am not sure that docs can prescribe UG gear, hehe. ;)

short answer is no, but it also depends on how you got it and what your using it for. for any form of human consumption it is expressively illegal to have without a permit. It is legal to have it in the form of cattel pelletts though.
