It's a Surgical Marker used in Hospitals and Tattoo shops. He uses it for spot injections on his Bi's and Tri's and other spots the needs to mark so it won't appear uneven. He marks a dot on the muscle location and jabs it in the dot.

Ahhh..... Not a bad idea... I think most people just use an estimate, but that would probably work better.
