In fact, they never really have.
And the number of offenders will continue to remain elusive.
The Florida High School Athletic Association implemented a one-year pilot program for 2007-08 that tested 600 athletes at 43 schools across Florida, or about 1 percent of its student athletes. It had one positive result.
The Legislature dropped the $100,000 funding for the program over the summer because of a budget shortfall.
