I know some medications are made to be taken sub - absorbing better etc, does this only matter if the medication is made FOR that purpose or would this apply to all ?

Sublingular absorption occurs when the molecule is small enough to pass thru the mucous membrane of the mouth. The benefit is it isn't subjected to first pass by the liver and gut. Therefore a smaller does can be taken and have the same effect as a larger dose that is deactivated by the liver and stomach. I don't think most steroids have a small enough molecular structure to be absorbed in this manner. Someone correct me if I'm wrong or if they can shed further light on this subject.

My gues is it has to be made/designed that way for it to work?
