What is the difference

I have been reading Anabolics 2004 and under FINA it lists it as Androgenic being 500 and Anabolic being 500. What are these numbers? They are at the top of each type of gear, but I can't find what the hell they mean. Is that good or bad? I'm still trying to figure out the best to use between Fina and Winny where as the Winny is listed at Androgenic is 30 and Anabolic is 320.
