Were Arnold's legs underrated?

People always talk about how small his legs were but I am not so sure. You guys be the judge. He never had mass monster legs but aesthetically they look great IMO.

His calves always impressed me. He worked hard to get them too.

His later years - like his final Olympia - they were not like they look n those photos.
Then again he was on stage with Tom Platz so of course they prob didnt look as good! lol
