The individual states need to certify the results and this is part of a fraud investigation hence why some were ordered to define separately the votes received after Election Day.

The reason Trump was declared early in 2016 is because Hillary conceded.

To report in the way the media are is to incite tension unnecessarily. They keep saying no evidence of fraud but they don’t seem to want to look because there is now lots of evidence and the figures are becoming more alarming by the day.

Trump hasn’t conceded and the reason is that fraud has been uncovered and continues to be, be they counties within michigan where the the software threw thousands of rep votes to dems in “error” amongst other things. It’s looking like hundreds of thousands of votes are out in each swing states.
