It sounds like the guy had been watching too many Gracie highlight films. Grappling and Jujitsu practitioners are taught to go for a better position before they lock in a submission. Unfortunately, for them, this really doesn't have any place in a street fight. You could be going for an arm bar on somebody when his buddy walks over and jumps up and down on your head.
