open the picture with paint

select image from the top tool bar

select stretch/skew from the top tool bar

make the values less than 100 percent (equal values or it gets all fucked up)

50 should be perfect for those big ass pics

file, then saves as if you want to keep the old copy and have a new smaller one, name it (something different)

or file, then save if you dont want to keep the larger one
