I agree with the local news media crack reporter idea. The other alternative that would most likely work out well would be not to contact the local authorities or the FBI but the Massachussetts State Attorney General. He can set up a multinational sting, if warranted in this case. This guy and his office definitely have some MAJOR pull in the law enforcement community PLUS, They are an elected official, which means that your scenario is an excellent public relations coup for them.
