No matter what two digit number you choose, the programmer would be able to figure a list of possible answers. Every number on that list has the same symbol on the big number list. That's how it can always predict it.

Basically, any combo will result in a number that is factorable by 9. Every number that is a multiple of 9 will have the same symbol.
