It is in India. However, the film has been speeded up to look scarier than it really is (although traffic in India is pretty crazy by Western standards).

The thing is, most traffic in India moves at about 15mph in the city, so even if accidents happen, they are rarely more than fender benders.

My fiance was in India this past November and she had a blast riding in those rickshaws (however you spell it) but she was amazed how there weren't more accidents with the way they just drive wherever they want to over there. Into oncoming traffic...you name it....whatever it takes to get to where they're going as fast as possible.
