Ricky Williams in the CFL?

Ok, I missed a lot on this topic, so could someone give me a breakdown on this situation?

Basically, Williams violated the league's substance abuse policy, so he can't play in the NFL this year. However, he can play in the CFL...IF the Dolphins will release him to do so. The Dolphins have told the Argonauts they can sign him for the season if they agree to release him at the end of the season.

Ricky's primary reason for playing in the CFL is due to financial issues. He will reportedly make more than 300K for this season in the CFL which I'm sure is substantially less than his NFL compensation.
