That's true in some cases, but that guy could completely change the way he looked if he just found a better haircut and a better pair of glasses. Changing his expression and getting rid of the pedofile stache couldn't hurt either. I think that most of the time, people just don't know how to cut their hair to flatter their face or don't wear clothes that flatter their body.
