On punt, if a player touches the ball and then it goes in the end zone it's a touchback. Now if a touches a player of the kicking team, say at the 30 yd line, then rolls to the 20 yd. line, the ball is brought back to the 30 yd. line. So why isn't the ball spotted at where the kicking team first touched the ball if it goes in the end zone?

I think the rule is designed to benefit & not penalize the return team. I think it makes sense the way it is. I mean if a guy touches it at the 3 and it rolls into the end zone, then the player didn't have control over the ball and it should be a touchback. However, if a player touches it at the 30, he could've caused it to roll to the 20 by the way the ball deflects off of him.
Another rule that isn't taken advantage of very often is that once the punting team has touched the ball and it is still live, the return team can attempt to return the ball without any repercussions...they can't fumble or lose yards only gain, but they can still get their clocks cleaned.
