cell phone question

I'm trying to get someones info. I did see the sties that offer these services but wasn't sure how legit they are. Most require payment by credit card.

You have a cell number and you want name/address? First - Google the number. Then try the "free" sites (which *usually* aren't free). If all else fails - try one of those sites. I think a lot of them are legit - it costs about $10 to get someones information. Most things you do on a credit card are pretty safe - as far as not getting scammed for more than you agreed to pay....
