The vast majority of people are totally untouched by the information age. So, old practices, beliefs, etc. still persist. It's like people in rural China believing that rhino horn or tiger's claws or bear's gall bladders have medicinal or aphrodisiac properties. Or female circumcision in Africa ... it takes time for this stuff to change.

I'm not offering excuses for this stuff which clearly don't have any place in civilized society, just pointing out the circumstances that sometimes people in the West don't always get to see.
