Pretty much all their labor is imported - skilled and unskilled. Skilled labor comes from all over, but unskilled labor comes primarily from the Indian subcontinent. The foreign exchange remittances to India from Indian expatriates working in the Persian Gulf region is huge. Unfortunately, the locals don't really want to do any work - easy oil money does breed decadence, I suppose.
