Whoa, back off the anger train dude. The Pope is the head of the church. He can decree Catholic law that every Catholic HAS to obey to be considered a Catholic. Its not bullshit and not an attempt to fuck with anyone. A simple string of words that conveys a truth about the Catholic Church.

You're Churches monsignor may not wear the hat, but he and every Catholic, must obey the Pope. That is part of the definition of what being Catholic is.
