It only worked in China because of dirt-cheap labour and the government being very flush with cash. London is going to lose a massive amount of money, and Rio will too.

This will hurt Rio if anything, because they can hardly afford the massive upgrades in infrastructure needed...and their economy is too small to make that spending pay off in a short period of time. When you borrow money to host, it kills you.
