OK here'swhat it is;

If you buy just the handset alone then phones come unlocked yes, I'm sure it should be the same for the Google nexus.

However, what most people do is hook up a contract with network provider; O2, T-Mobile, Orange, Vodaphone, Three etc. They do this for say a 12-18 months contract and in return get the handset for free.

My G1 also google affiliated android, predecessor to the Nexus, and came free so long as I hooked up to a contract. People contract because pay as you go is horribly expensive.

I could in principle then buy the nexus and then put my O2 sim card in it, since its unlocked but there's no point paying all that money for me. I wish my network provider I contract with had that phone, then I could say to them I want an upgrade to the new phone, give them a few quid but much less than the full price.
