I'm not a bible thumper, but I think the story is that Satan was an angel at one time and he fell from grace. At that point, evil existed. God is good. Why would God be blamed for something bad? Good and Evil exists in this world. There is a constant struggle between Good and Evil. Sometimes Evil wins.
