Because the player's union decertified, they are afraid to start talks back up because the decertification looks like a sham and they lose their bargaining chip.
The league is afraid to talk to the player representative,because if they do, it looks like they are saying the decerification (which they are fighting in court) is legal.
So both are trying to cover their own asses currently, while awaiting the April 6 ruling
