True story:
I accompanied one of my grad student friends to Ciudad Juarez, just across the border from El Paso. He was going to visit the US Consulate there to get his visa stamped so that he could travel (some immigration department technicality).
This was in 1990 or so, a long time before the current drug violence that has made Juarez one of the most violent places in the world. So we go to El Paso and take a taxi across the border. My friend hits the consulate at around 8am, take care of business by 10 or so, and the consulate staff asks him to come back at 2pm to pick up his passport.
We have 4 hours or so to kill, so we grab a leisurely lunch at a roadside cafe are just wandering around downtown Juarez for that time, just window shopping, looking at the old fancy houses that were in the area. The town was picturesque and very peaceful, sorta like the quintessential Mexican towns that you see in movies.
I just laugh when I think about what it would be like if we did today what we did 20 years ago. Probably get shot 20 times within half an hour lol...
