News says people are not driving as much so there is a surplus in the reserves plus some bs about refineries selling the winter blend already so that's why it's cheaper. But then again, if they are not selling and have surplus in the reserves why are we still paying four bucks a gallon?

Oil by the barrel is at 108 bucks, hence the supposed reason for keeping prices high. Has to do with surplus, commodities bought and sold on the future market, which actually sets the price..has virtually nothing to do with supply and demand. They have hit a 15 month high right now, most believe the price has been driven up by the unrest in Egypt, and Iran playing games in the Straight of Hormuz.

OPEC continues to set prices and production, and the speculation is that oil by the barrel will be about 150 by 2020. However, oil shale COULD drive prices down nationally-but the impact is too small currently to be felt globally. This has primarily to do with oil prices, and gas is much more susceptible to market fluctuation. Gas fluctuates so much because while oil is a monopoly, gas distributors are very loosely organized. Additionally in the U.S. local taxes play a huge part in what you pay per gallon. Where I am at, gas per gallon is taxed almost 39 cents a gallon..thats just State taxes. When you add federal, each gallon of gas here is taxed 55 cents. Yup! AWESOME huh.
