I think he is talking about the general consensus of the public opinion of those who served now, verse those who served back in Vietnam. Hell took them decades to formally recognize Agent Orange was killing people. I think while the VA is definitely fucked up in some places right now, the acceptance that guys are hammered when they get back is pretty much there. Hopefully enough pressure on these lazy fucks will happen to overhaul the system, or at least get it working.
