Yup black guy. I don't know how it works in different states but here hit and run is a felony regardless of how small the damage is so he is gonna have more than little raised insurance premium problems.

In California every car must have insurance even if it's liability only. You can't even get your car registration renewed without insurance but what these assholes are doing is getting their cars insured just to get the tags then cancel it until the next renewal. So my point is I doubt that bastard has any insurance.
