Nobody. A war between Nuclear powers means total destruction on both sides.

Fun fact. The USS Pennsylvania Submarine has more destructive power on board than ALL the bombs dropped in WW1 and WW2 COMBINED! (Yes.. that includes the tiny nuclear bombs dropped on Japan.) Most people do not comprehend just how much more powerful modern nuclear weapons are compared to the ones used in WW2. Those bombs were nothing in comparison.

Another World War or a War between any Nuclear nation will send most of the world back to the stone age at the simple turn of a key and press of a button. Never again will there be a "heroic war" where the victor returns home to a celebrating nation. Just the opposite.. there will be no nation left..

Say what you will about nuclear power but they are the absolute best deterrent in avoiding another world war.

To add. All the nuclear nations also have the ability to shoot satellites out of the sky. (US, China, and Russia have already proven the ability.) This is the first thing that would happen. A modern World War would literally send us all back 50 years in terms of how we communicate and use technology.

It's called cyber warfare and all countries worth mentioning are spending LOTS of money to strengthen their programs.
