The way I understand it, each team has its own set of balls to use on offense. Indy's balls were inflated correctly while 11 out of 12 of the balls used by the Pats were deflated AFTER the refs inspected them. So it's not a level playing field. Luck had to throw with the regulation balls while Brady had an easier time with the under inflated ones. If they were both playing with the same balls, then it's still shady but there's less of a case to be made, but to the best of my knowledge, that's not the cade.

The balls were under inflated when checked at half time. So if there weren't fixed then, no one really cared except to whine about it after fact. If they were fixed at half time there is no way sometime could get away with tampering before or during the second half.
