I wouldnt put Russia on that list. The Beslen hostage crisis was their 911. Hundreds of innocent children murdered in the name of Islam. If I recall there has also been a train bombing since then as well.

Russia has a pretty large and restive Muslim population in Chechnya and Dagestan. It can really explode if the trouble in Syria and Iraq spills into the Caucasus and into Russia. On the flip side, Putin isn't troubled by inconveniences like human rights, rules of war, etc. He can simply turn on the flame throwers and burn the Chechens to a crisp.
