Well my facts are about 20 years old, but not much changes in the ocean.

I spent one summer sailing in the SF bay and took my lessons at the treasure island yacht club. The little I know about large ships comes from a week spent with my step brothers on their sea scout ship a couple years after that.

The people on the little boat I assume had no idea what to do or the rules. They were panicked and confused. Sounds like they were about to jump in the water. If that ship really thought it was going to hit the boat I think they may have have, and maybe did, neutral it so the props stop spinning.
Yes,,also you never hear the ship sounding its HORN...If its Capt was worried he should of been sounding his horn from a ways out basically telling the boat I cant stop or maneuver MOVE!!!

True and leads me back to the captain just being a dick on purpose.

Or maybe it was just not paying attention?

On a ship like that it's not one person. It would be many people that weren't paying attention. No idea how many. Could be 5, could be more.

so they would have spotted it in the distance right? you'd think they'd say "even though we have the right away we better turn hard or else we may have death on our hands".

There should have been a crew on watch stationed in various places aboard the vessel.

You've seen deadliest catch right? The radar systems on there are nothing compared to a ship that big, expensive and a lot to lose from an accident. Not to mention the captain losing his license for not doing everything required (horn).

Everything looks like that boat was stationary so the ship would know if it's set course would cross that point of the ocean.

That sounds like a great experience.

The sailing I loved, the sea scout thing I didn't care for. It was boring, a lot of work and I hated my 2 hours on night watch.
