It's colder in some places because the Arctic is warmer. The colder the Arctic it the more stable the jet stream is. The warmer Arctic is making the jet stream unstable and pushing cold Artctic air down south. I believe it us forecasted to be the coldest it has ever been in my lifetime where I live this week.

That number is a global average. Some areas will see a much bigger change. Unfortunately the polar regions are in that category.
