That's the scary thing about over population. You reach a point where there are too many people and not enough jobs. 2 ways to control that. War and famine. The next 25 years probably won't be very pretty considering AI and robotics are already taking away jobs. People with little education will be left behind. Fast food workers, truck drivers, toll takers etc.. are already being replaced and it's growing rapidly. those same people in large part will not be able to be retrained. A life long coal worker almost certainly cannot learn to code or build robots. simply being a hard worker will not be enough in the future. it's going to take intelligence as well and I'm sorry to say the majority of people are not very intelligent.
