Okay...back to your original question, Who would notice the change? I agree, the only people that would notice any difference would be those that did the time travel and saw changes based on even minor differences. Otherwise, everyone in the present would have been affected by that change long ago and would know life no differently.
Were I to go back in time, would I change anything? No. I regret nor resent nothing that I have ever done. Every misstep has taught me to watch my footing and learn from each mistake.Comment

...and anyway if it would ever be possible to time travel you wouldn't be allowed to change/alter anything because of the time/space continum (or something like that). That also explains why no one from the future has come back to correct some of the atrocities that happened in our time. Maybe they're around us but they can't do shit, just observe...Comment
