On a serious note, it may be that your toilet is one of those crappy low-flow water saver models. This is a real issue in the US from what I hear, as there is some federal rule that makes them mandatory (not sure what the date is where they became mandatory). I saw something in the news once where people in Michigan were getting smuggled Canadian toilets on the black market, and having to find 'crooked' plumbers to install them. Crazy.
