Here are a few diagnostic questions to consider:
How do you know that you're getting the FULL T-1? Did you ever run a bandwidth test to check if you're actually getting 1.544MBPS or are you assuming that it it's there? Is your connection synchronus (meaning upload and download speeds are the same) or asynchronus (meaning that the upload is much slower than your download speeds)? Some providers only guarantee download as opposed to both. Is it a shared access connection with others in your office? Does this happen at anytime- day or night- or just a certain times during the day? If using Microsoft Internet Explorer or Netscape, are they updated versions of the browser? If not, you may want to upgrade them at their websites. When is the last time you've checked your system for Adware/Spyware?

Run a ping test through DOS (type ping<space>ip address of website then hit enter) to various boards and compare times. If the ping times out, you have a poor ip connection. They are listed in milliseconds. Then run a traceroute through DOS (by typing in tracert<space>ipaddress of site then hit enter) to see where exactly the connection seems to be hanging up.
