Ultimately it costs money to invest and Research and the drug companies need a patent protection for a period of time in order to make their money back. I understand this. But the Brits are apparently falling for good salesmanship in that they are getting poor bang for their buck in the expensive drugs they are buying relative to their effectiveness.
Over your side I'd suggest that the decision makers in the insurance companies are too friendly with the big expensive drug manufacturers
