Now I know when cutting you should try to stay away from dairy. My first question is why? My second question, is whey protein considered dairy because whey comes from a cow, i believe.

Most dairy products like milk and yogurt have a significant amount of sugar in them. Whey protein does not have that sugar, so even though it is derived from dairy products it is OK during cutting. Whey does absorb really fast though, so I would only use it for post-workout meals or in conjunction with casein or something else to slow absorption.
