most whole wheat breads, although better than white bread, are still fairly high in GI. That being said, who eats just bread? In the scheme of things, it makes little difference in a mixed meal
i would consider it a simple carb, in the ballpark with sugar, white rice, and white potatos (not sweet). they all spike your insulin. definitely depends on what effect you are after.
a simple carb? Hardly. sugar is the only simple carb you listed. Potatoes and white rice are somewhere around 100 of the GI scale, Whole wheat bread is around 75. But as as I said before, as long as you do not eat it alone, it will make little difference in the long term.
The G.I of foods is pretty useless in the grand scheme of things, the glycemic load is far more helpful, although total calories consumed is always going to be the most important factor.
