whats this methyl-1 test I keep reading about??

I see it at powernutrition and its for sale, but it says its for animals or research or something. Why would they sell it at a nutrition store then?? I am confused. Is it legal to buy? Should I contact the FDA or DEA and let them know if they are doing something illegal?
