Sounds like a classic case of a irritated olecranon bursa. Ice it and give it rest.

9 times out of 10 they are not drained, its not a serious enough injury to be drained. Now if you played linebacker for the Packers, they may drain it to get you back to 100% quicker, but the average person does not need it drained. They are not too complicated to take care of. Ice the hell out of it and avoid bumping it. IF you do anything with contact, etc. you may want to pad and wrap it. I see probably 2 new inflammed bursas a day in our clinic, nothing to be overly concerned about, but nothing to overlook.

To be a little more nonspecific, it seems you simply developed an effusion, which is nothing more than swelling from the trauma. Like already said, in most cases they are not drained, but, if it is limiting your range of motion or causing lots of pain, it can be drained in those circumstances.
