Its all about the amount of calories you're ingesting vs. burning off. You have to eat more than you burn off to store the weight.

it's all about what you put in brother - if you eat big and lift till failure you will grow - but you really are gonna have to eat if you are a hard gainer. Try to get 1k clean cals more than your base rate for 2-3 weeks, see how you are looking in the mirror and check the scales.
Ultimately it's the mirror that matters unless you are going for a certain weight class.
