I have had to hire upwards to 10 people the last year or so. For me as a manager, the key to a good interviewer is the questions that he/she asks me.
At the end of the interview, i always ask what questions they have for me. If they ask me some good solid questions, it really makes up for any deficiencies that they may have. The people that ask stupid questions or say that they dont have any questions, go to the bottom of my list.
For me, it is a decision maker if candidates are equal.
