Vlc to decode and play the video dipstick.

I don't know what a dipstick has to do with what we are talking about, but let me make sure I understand what you are saying.

So I am sitting downstairs in front of my TV and my computer is upstairs with all my videos. Where do I launch vlc from to play the video?
