There's no reason why India cannot compete. The problem is endemic corruption - there is money but it lines the pockets of the officials. People running the federations are not sports people but relatives of politiicians who siphon the funds and nothing goes to the training of the athletes.
It's fucked up, no solution in sight. If you read the Indian papers, every 4 years after the Olympics are over, there is hand wringing about how bad the team did, but nothing changes.

Remember bro, both China and North Korea are authoritarian communist regimes. So, you can make things happen top-down. If the Premier of China decides that he wants to invest in gold medals in say 4, 8 or 12 years, he can go in, take promising 8 year olds and put them in sport schools for the next 10 years to groom a champion. India is a democracy, so it is hard to do that kind of thing. China has corruption too, but I think in those countries you can enforce discipline a bit better.
India has the worst of both worlds - the freedom that democracy provides without the integrity and discipline that is needed in that kind of environment to ensure that the right things happen.

America invests in atheletes, son of a friend o mine goes to stanford, he plays golf and they were best sponsors even though he's english, universities here didn't want to know, guy plays off -3 and he's 18 years old, future pro in the making, there he gets free board, all his shit taken care of

China and India are a very good comparison. Both are large countries with a huge impoverished rural population. Both have shitty Asian genes, average dude is 5'5, 110 lbs....... only difference is the political and institutional will to decide they are going to compete and go make it happen with some level of integrity.
